Self-Employment Promotion Programme.
In view of the increasing unemployment in the country the Promotion of Self-Employment and decentralised manpower planning have been adopted during the sixth Five Year Plan as the main planks of its policy to tackle the unemployment problem in the coming years by putting special emphasis on promotion of Self-Employment. To substantiate the needs of the job-seekers under a centrally sponsored scheme 28 District Employment Exchanges were strengthened by establishing Self-Employment Promotion Cells with the main objectives listed below :
1. To create awareness among job seekers about the employment market situation and job opportunities.
2. To motivate the job seekers to take-up self-employment ventures.
3. To assist them in obtaining necessary inputs required for setting of self-employment ventures from different sources.
4. To maintain co-ordination with various agencies for promotion of Self-Employment.
5. To provide necessary follow-up assistance to the Self-Employment Youth for sustaining them in their market.
The scheme for strengthening of Employment Exchanges to Promote Self-Employment has been in operation with effect from 1.9.83. The responsibilities of the implementation of the scheme rests with the respective State/UT governments. This scheme, however, was converted into Non-Plan with effect form 1.4.90 and transferred to the respective States.
At present 23 Self Employment Promotion Cells are functioning in 19 States/Union Territories.
It has also been emphasised by different groups/Committees that in order to make the Self-Employment Programme more effective, it is essential that the potential entrepreneurs are identified, motivated and informed of the various facilities and incentives available for taking-up such ventures. The genuine entrepreneur has some specific characteristics which are required to be assessed. To identify the Entrepreneurial Potentialities of job-seekers/youths, the Directorate General of Employment and Training have evolved Psychological Tools consisting of Three Tier approach. The objective of the Three Tier System is to elicit various behavioural Patterns/Traits symptomatic of success in Self-Employment Ventures and thus useful in identifying the entrepreneurs with requisite level of entrepreneurial potential.
